Harold Ullman
Harold Ullman heads the firm's tax practice, and has significant experience in advising clients engaged in e-commerce. He began his legal practice with the Firm and rejoined the Firm after association with large firm tax departments in Washington, D.C. and New York.

In addition to his national tax practice, Mr. Ullman advises U.S. clients making investments abroad and foreign clients making investments in the U.S. His clients range from high net worth individuals and startup and mid-sized corporations to the largest multinationals. He has structured acquisitions, dispositions, reorganizations, and joint ventures of U.S. and foreign companies and has particular experience in the application of U.S. and foreign income tax treaties.

Mr. Ullman also maintains an active e-commerce practice. He has participated in strategic planning for the e-commerce operations of Fortune 100 companies and helped shape international tax policy as a private industry representative in multilateral talks between U.S. and foreign governments and industry. He also advises start-up and mid-size e-commerce companies on issues including executive compensation, technology transfer, and corporate structuring.

Mr. Ullman is widely published and is a frequent speaker on matters of e-commerce and international taxation. He co-authored the U.S. tax section in Doing Business in Mexico and consults to the United Nations on matters of tax treaties and tax incentives. His writings on the taxation of e-commerce have appeared in such publications as Tax Planning International E-Commerce and Taxation of Cyberspace. Mr. Ullman has participated in e-commerce panels throughout the U.S. and abroad sponsored by the American Bar Association, International Business Conferences, and other organizations.

Mr. Ullman is a graduate of Columbia College (B.A. cum laude, 1985) and Columbia Law School (J.D., 1988). He also completed the LL.M. Taxation program at New York University Law School (LL.M., 1991), where he served as Graduate Editor of the Tax Law Review. Mr. Ullman served as Vice-Chair of the ABA International Law Section, Middle Eastern Law Committee and is a member of the Board of Governors of the International Association of Jewish Lawyers and Jurists, American Section.
